On what grounds... any doctor not in a emergency medical facility (aka Hospital ER) is allowed to refuse treatment to a patient for any reason. Look how many doctors refuse to treat patients on Medicare and other insurance programs.

There is no legal requirement in the U.S. for a doctor to provide you with medical service outside of a hospital ER. Go explain the Hippocratic Oath stuff to the courts if you have a dispute with the rules.
