Mittendorf cautioned that while the dollar amounts are clear and verified, that is no guarantee that the programs are effective and efficient. However, that is not the criticism Pence raised.

Seems the legal and executive organs of your country don't think so. Unless someone is convicted it can certainly not be said that someone acted illegally. Nobody calls Trumps business practices illegal even though he lost countless lawsuits and many suits against him succeeded and he was forced to pay.
