It's unclear at this time whether the Ukrainian military was firing from the hospital. It makes sense that the Russian military is under orders to limit civilian casualties.
Nothing, absolutely nothing, Putin's Russians are doing makes sense. If their "military is under orders to limit civilian casualties" why would they destroy all those civilian targets , neighborhoods, apartment buildings, hospitals, schools? They are broadcasting absurd lies to their own people, crashing their own economy, killing thousands of Russians and Ukrainians, displacing millions from their homes, creating millions of refugees and destroying property right and left as the aggressor in an unwinnable war whose intention was to invade and take over another sovereign nation populated with their own relatives who do not want to be taken over. How does any of this make sense to anyone! We understand both Putin's stated and real reasons for invading Ukraine, and these reasons make no sense. No part of this ridiculous and disastrous invasion is good for Russia or Ukraine. He's a war Criminal. He'll be stopped of course, but not before great damage is done.. Russia is a big country with a big military. But Russia, and its few corrupt and autocratic allies are way too small and too weak to take on the World and win a shooting war. Putin is going to set back Russia's economic development by decades. No one will want to have anything to do with Russia after this.
It's difficult to make a case that the Russian military is under orders to limit civilian casualties. We have been deliberate targeting & bombing/shelling of many hospitals, schools, and public buildings being used as civilian shelters -- the most recent being an art school.. We have seen (on film) out of hand execution of civilians and local politicians by Russian soldiers. At this point, now that the Russian army has not be greeted as "liberators" and is bogged down -- it appears that the targeting of civilians is deliberate and part of a terror campaign attempting to bring Ukraine to it knees.
We're being inundated by propaganda. Russia itself says the slow advance is out of a desire to avoid civilian casualties, and there may be some truth there. The civilian damage appears to be much less than it was in Iraq, for example.

Does this and many other reported incidents --- a good number with video as proof -- sound like Russia is attempting to avoid civilian casualties? For example, the number of Russian military deaths which the Ukraine says is around 14,000 and the Russia says is a few hundred -- while the Western nations estimate 7,000. But at this point the number of incidents of Russia deliberately targeting civilians with video & other proof is very strong evidence of Russian military atrocities. I get that war is messy and there will be civilian casualties when the conflict is in populated areas such as cities -- but there is a difference between deliberately targeting civilians and civilians unfortunately being killed/hurt in the conflict but not targeted. It is hard to make a case at this point that Russia has not been deliberately targeting civilians, kidnapping them, and executing local politicians.
