They shot themselves in the foot by rushing to hand out record bonuses. I wonder if the prudent thing was not to hand out bonuses this year and have waited till next year while congress gets divided and gridlock takes effect. I suspect if they held back this special tax would have never been on the minds of Obama and congress. But now it seems GS etc.. shot them selves in the foot by not being patient and handing out the bonuses in 2011.
