Check that out. Almost EVERY job in city government pays over $100k per year. There were a FEW that paid less than $100k. For instance...the guy that collects the coins from meters only gets $60k per year.

By comparison a biomedical engineer has an average salary of $50k per year. Why shouldnt a black high school dropout make more than him for picking up coins?
