This Supreme Court ruling applies to all illegal immigrants, not only the 'worst of the worst'. They can be deported third-party countries that they did not come from. There are many countries (e.g. Venezuela) who refuse to take their illegal immigrants back -- many of these people are not criminals despite the Trump administration claims.

Trump's ICE Gestapo is now rounding up Iranians. The problem is that they are not detaining Iranians that may be an actual threat to the U.S. but they are simply grabbing any easy-to-find Iranian.
