You don't understand... Its not about Joe because he wasn't on the bus nor schedule to be on the bus. It was about the "others" that were suppose to be on the bus and the advertisement of that bus on a freeway. Very similar situation during a Republican rally...Biden supporters with flags, banners, campaign advertisements used their vehicles to disrupt the Republicans. They did that eventhough Trump / AirForce One had not even landed. It's like a tailgate...the players are not in the vehicles...just the crazy fans. As I said, Joe- by law- is under secret service protection as the candidate and no one expects him to be on that bus and the secret service would have enforced a safety zone around him if he had been. You can overthink this, or just assume what I said. This is just his campaign hoi polloi moving from Point A to Point B. It happens.
