The norm is different than "normal". The norm implies that society overall has used riots to over throw governments, start wars, take land or whatever including societies that have so called elections. The latter they don't wait for the elections because they view elections as corrupt while others want to send a loud message to the controlling government as it goes out the door to make sure it understands it wasn't liked. I'm not a historian but I think most riots have not been political and not even Republicans against Democrats. I think most have been labour or ethnic riots.
