I will believe what the local LA news is showing. Some reservoirs are empty and others have some water in them. The ones closest to active fires appear to be empty based on the coverage ai have seen. This outlines the need for LA to increase the size of these reservoirs and to have locally powered (generator) pumping equipment.
Yeh but just identifying the need for a reservoir capacity is just the smallest part of the problem. It is pretty easy to look at the state top to bottom and point out where more capacity is needed. The problems set in almost immediately when you start to try to actually take action. The environmenalist army is extremely powerful in CA and they fight hard and long. California passed a massive bond issue for new reservoirs and other water storage enhancements in 2014. But nothing has been built out of those funds yet.
