The point I was trying to make was just because someone in government higher than you suggests you do something ("Feds/CDC told us to"), doesn't mean someone else has all responsibility if you do it (especially if you are a governor ordering people who have a very contagious and sometimes fatal disease into nursing homes).
And my point is governors are not infectious disease experts so gotta rely on the guidance of said federal experts.
