The amendment grants to the district electors in the Electoral College, as though it were a state, though the district can never have more electors than the least-populous state. How the electors are appointed is to be determined by Congress.
It is in no way Constitutional. DC is land that was ceded from Maryland and Virginia. Areas that cease to be part of DC would go back to the state that ceded it initially. Furthermore, there is no reason to make a city/area of 68 sq miles a state. This is not in the spirit of The Constitution. We may as well make NY, Chicago and LA into states. By the way, that would help Republicans but I am against it.
Then they are stuck being DC residents without representation in Congreff unless a Constitutional Amendment is ratified.
