I just saw this old notice on IB's site which should no longer apply since TSE introduced its new trading system, and with IB now a TSE member execution time should be under 1 second.
I get way under a 1 second response with futures for which TSE is still using a system that is older than their new system for stock.

    Notes:
    - Due to the design of the TSE communications, there are tight limits on the data transmission rate to the exchange. This may result in slow response and acknowledgement times for new orders, modifications, cancellations, and execution reports. Delays can be as long as 8 seconds. IB is unable to control the transmission rates to the TSE.
