You cannot petition to remove elected officials based on a disagreement over policy issues. THey can vote them out at the next school board election. Courts are not there to enforce a voters dispute over a policy decision. if she violaed school board protocols then the board can punish her as they did. Barts was censured and removed from her comittee assignments ( In March, the board voted to censure Barts and Chairwoman Brenda Sheridan quickly followed by removing Barts from her committee assignments.) when this first popped up. Judges can remove officials from their positions for violating these laws and have many times in the past.
