The U.S. did not totally shutdown. There are "Seven states—Arkansas, Iowa, Nebraska, North Dakota, South Dakota, Utah, and Wyoming" that did not have stay-at-home orders. Of course these are mostly rural states with a different demographic. However Fauci is correct in stating the "U.S. did not totally shutdown".
