Despite some wishes, the US is still a democracy. Until now, wanabe El Duce has been ruling by presidential decree, allowing him to forge ahead with his plans. However slow the wheels of justice are, they eventually caught up to remind him that he must operate within an existing legal framework, in this case Congress gets to decide if and when tariffs are applicable and to whom. It's going to be lots of fun to watch Congress people having to show their true colors. Is this over? Nah, the fascists will scream travesty of the popular vote blah, blah .. (as if previously elected presidents weren't themselves constrained by the Law) and Trump will appeal to the Supreme Court, which will very likely dismiss the appeal.
