I dont know for sure whether or not he can, but i do know that scenario would be a wet dream for republicans, if he did raise the debt cieling that way, they would have a field day with him.
Last I heard, the Republicans would allow for an increased debt ceiling in exchange for bringing spending to 2008 levels.
