Could President Bush issue an executive order to increase the Bailout Fund?

I'm not too familiar what the president can and can't do with executive orders. I wonder if anybody knows

looking at this list it doesnt seem there is a single thing he can't do

so we better get ready for the short squeezes, in an emergency I dont think they will leave stuff to congress so they can behave like clowns one more time.
