Because the judge couldn't find the same reasons for which it was blocked earlier, exemptions were made to protect the imperiled parts.

So we are going to look at Trump admin's history?

Trump blocked payment of a congressionally mandated $400 million military aid package in an attempt to obtain quid pro quo cooperation from Ukrainian president Volodymyr Zelenskyy.

I am sure he won't do this again.

Point is Trumps approval was blocked and this lawsuit only happened because Biden approved it.

Once the lease is approved by Trump, its illegal to deny permits.

The leases are basically a contract and if the Biden administration denied the permits, essentially breached the contract, without what a court considered a valid argument, a judge would likely find in favor of the company, Mr. Leshy said. It would be unusual for a court to simply order the government to issue permits; more likely a judge would award damages, he said.

That figure could include not just compensation for investments ConocoPhillips has already made but also profits that the company could have gotten if it had been allowed to drill, Mr. Leshy said, putting a potential judgment into the billions of dollars.

Ms. Murkowski said she believed the legal argument was the turning point for Mr. Biden. “There was no way around the fact that these were valid existing lease rights,” she said. “The administration was going to have to deal with that reality.”

You don't understand, Congress simply approves a dollar figure, what's to be sent, when and how much is up to the President.

If you think Trump wants Ukraine to win the war, then there is no point debating delusions.

It was no longer approved after the court overruled it.

Same judge approved it after the two issues in the permit were addressed, just because permits are rejected doesn't mean the lease rights cease to exist.

The interior department approved the permit after the making the changes, there is no discretion involved here on permits. You can't permanently deny permits if it satisfies all required conditions which is why the very same judge who blocked it, didn't do anything the second time.

Bottomline is that you and your twitter brigade understand nothing, you just want Trump in office so you can fuck things you pretend to care about. All these climate, police reform is all an excuse, main thing is you want to hurt people like Ukrainians you pretend to care about. Just start supporting Putin publicly already, why the charade.
