So, if you read the book, show us where it says that Mueller is saying that he found sufficient evidence to prosecute Mueller on any charge and is proceeding to do that.

Note: Mueller providing reading material for Congress and the lefty press to consider impeachment does not constitute a criminal indictment under American law.
