There are many things here that don't make sense. Why were commercial planes flying over a combat area, one in which large transports had been shot down recently? With all the sophisticated spy gear NSA and CIA have at their disposal, it seems to me they must know exactly where the missile came from. This is not some shoulder fired stinger. It is the size of a telephone pole or larger and leaves a big signature. They also had to use radar to target the plane. Monitoring must have picked up the radar signal and be able to triangulate it. Yet no one seems to know who fired it. Curious. You don't just flip the safety off and fire one of these units. There are security codes etc that have to entered, plus they are complex to operate. The claim that the insurgents may have used a missile battery they seized from Ukranian forces seems unlikely. They would have lacked the necessary code, unless the Russians got it for them from the manufacturer. Likewise, it seems hard to believe that the Russians would have transferred to insurgents a complex air defence system capable of knocking down a big plane at 30,000 feet. Shoulder fired units, yes, but something of that complexity? Seems unlikely. The two most likely scenarios are that the insurgents somehow did manage to use a captured system, perhpas with the assistance of Russian military personnel, or that the Ukrainian military shot down what they thought was a Russian plane. I don't see that there is whole lot we can or should do. After all, the U. S. Navy shot down an Iranian airliner flying to Dubai.
