Barry Soetoro was his legal name when he was adopted by his Indonesian father, and was a legal resident/citizen of Indonesia. There is no indication that he ever legally changed his name back to Barack Obama, or if he ever re-applied for U.S. Citizenship (or proof that he ever was a U.S. citizen to begin with).
