China is likely doing this for the same reason we should all be throwing away our Chinese phones and routers. Even if we assume all Chinese workers are honest, a government agent threatening your family is enough for you to put a backdoor in the hardware. I'm sure they're worried about the same thing. Being a software engineer myself, I am not sure if you can even do anything in the event you get a NSL demanding you install a backdoor in software. You can't even get a lawyer, and you're arrested if you tell anyone about it. By using their own version of a Linux OS. North Korea uses Red Star OS, China uses Kylin. Adding PE support on top of any given operating system isn't very difficult for a team of OS developers (see ReactOS, WINE). I'm guessing this is for the government, because Windows is a security threat (its already backdoored) and it's not a far stretch to guess that America is very interested in exploiting the same backdoor to spy on China.
Selling to China is not a problem in itself. The problem and the goal is to stop China from stealing/copying/spying. Whether they continue buying or not, is their choice, but the problem needs to be solved. This may require giving up some profits, so it has cost. But every solution has cost. Nobody wants to negotiate with terrorists when they hold hostages. Sometimes hostages get whacked. Sometimes good people suffer. Sometimes solving the problem costs shitload of money Usually thieves and terrorists lose in the end.

China may well be an unreliable partner and a thief of intellectual property, but Donald Trump is certainly not the one to successfully negotiate a solution to such a problem. His tactics will fail! It would seem he has never learned that successful negotiation between two powerful countries depends on finding win-win compromises. Trump does not seem to comprehend that he isn't negotiating with a contractor that has limited legal recourse and could expect to bully into submission. It appears that Trump is not truly interested, or either not capable of, serious negotiation on trade issues with other countries. He seems happy to settle for the appearance of negotiating followed by a claim of great success. This I believe is nothing other than an attempt to fool naive supporters. I totally agree that Trump is bad negotiator and not even smart in general. I’m also not smart about such stuff, but I hear China complaining that we’re holding them hostage, while I’m at least smart enough to understand it’s them holding the US companies hostage for much longer. And China’s goal is to outsmart everyone, and I haven’t seen even smartest people in the world solving this problem in the past 10-20 years. That’s why I have enough of this BS and I’m ok with brute force and high cost of solving the problem. If Trump is approaching this in a dumb way than it’s because all the smart people failed us and allowed the situation and him to get to this point.
