Yes, part of the problem is Clinton, but it began with Nixon's lies being pardoned by Ford, and Reagan's lies of "I forgot" which were accepted as "Okay" by the right wing... Each time a president lies and suffers no consequences, it weakens the presidency so that we end up with incompetent liars like Bush and Obama... So, yes the current situation is partly Clinton's fault, but more than anything the problem is the American electorate's fault for accepting lying politicians and presidents for so long...
