Charles Schwab - changing limit price after partial fill

  1. Does anyone know whether Charles Schwab charge the USD 4.95 fixed commission again if your limit order is partially filled and you change the limit price?

    On a different note, this seems very expensive:
    Foreign Currency Transactions
    Foreign currency transactions are subject to a fee based on the amount of currency converted in a single transaction, as follows:
    Under $100,000 1% of principal
    $100,000–$249,999 0.75% of principal
    $250,000–$499,999 0.5% of principal
    $500,000–$999,999 0.3% of principal
    $1,000,000 and above 0–0.2% of principal

    For comparison, I pay Interactive Brokers around 0.002% in commission on FX transactions.

    Charles Schwabs margin interest is also expensive compared to Interactive Brokers.
