You're taking Hosea out of context, and I have no idea where you twist the idea that the bible says life begins when you breath air, there's many examples where God acknowledges individuals before birth, in the womb, or provides for compensation to a family if a mother with child is injured and loses the baby.

Yes, but God gives man the right to choose his own actions, if you want the former you have to give him the right to involve himself and control every aspect and action....... while it hurts Him to see mankind act the way it does, he allows you to make up your own mind. He doesn't want mindless robots. You also ignore the opposite pole in this equation, Satan, while he is still unbound, has the ability to tempt and persuade. There will come a day when everything is placed back into it's original order, the decaying effect of sin will be corrected and paid.
