Can we ask questions aswell as post articles here?

I know that in the USA you have to pay tax where ever you live if you are a citizen. Is this the case if you marry an american, do you become a citizen and do you have to pay their tax regardless of your location. Also can americans give up citizenship any way like marrying a none american.
