This week the nyse has added a number of stocks to the no short list that were not originally included by the SEC. Some big names like IBM. My question is, would this have any effect on the other exchanges or ecns?

  2. Yes. NYSE is an SRO (self -regulatory organization).
They can HALT stocks and do whatever they please.

So, if they ban shorting on a NYSE LISTED stocks - ECNs have to comply.
