I think it's a noble idea too....but how in world do you in serious practice make "earmarks" illlegal? You would have send every proposed bill and resolution to court for litigation.
True...he was spending our way out of the JImmy Carter staggflation ( no sure if you were around then, but 18% inflation with 10% unemployment..int. rates were 18-21%(...but his freedom to business created silicon valey and allowed the creation of business and allowed Bill gates to take on IBM and Mike Dell to sell computers from a garage.

Disagree on all counts: Congress is the main culprit here and line item veto has been pronounced perfectly doable (with a bit of work) in a way that's consistent with our Constitution several times. But Congress would have a fit - that's half of their power right there!
oil prices caused the spike in rates... not Carter's fault. but they did the right thing instead of printing their way out with fiat money. the oil crises preceeded carter.
Come to think of it, I believe that most states have given line item veto to their Governors - Bush said that he had it in Texas, and the then Governor of NJ, what's her name, Whitman, agreed.
