I don't have a website I just wanted to offer my services as a programmer. I don't have a history yet as I'm newbie in such commercial offerings. Initially looking for a budget solution, also to gain experience and to learn the details. May I ask for say a free first month to learn the details?
Then you don't qualify for a Vendor Account. You can't expect for people to spend money on your services if you won't spend any money setting up a site to explain who you are and what your services are.
