are u familiar with the concept of insurance? my house didn't burn down. i didn't go to the doctor. therefore i paid for "nothing". your 911 payment is an insurance that someone is available in case of emergency. skip the voluntary part. nobody forced you to live where you live.

for some reason this doesn't bother me at all- hopefully they add fees to every government service, and i mean big enough fees to make them not used so no one misses them in a few years when we have to cut them all anyways due to our countries looming insolvency
