Yes, many of those "quacks" were Democrat senators and representatives including Presidential and VP contenders and the intelligence agencies of several major countries. Unfortunately, those earlier doctors were only able to perform exploratory surgery because they were only given access to certain areas and were only allowed to scrutinize the top layer.
