As far as swap arbitrage, it's generally frowned upon by brokers, it was good a couple years ago but pretty much all the brokers have wised up to it and even the swap free ones are charging fees to protect themselves. Even so there may be some decent arbitrage opportunities with Broco who I work with which offers CFDs and Forex in the same account.

Cyprus apparently develops into something like an european Florida wrt FX shops.

Why not domicile in London? Any russian worth one's salt owns a pretentious 800m2 loft in the city anyways.
