If the small boat didn't radio in about the situation, they wouldn't be missed for a bit. Every commander has a set of orders know as Rules of Engagement...ROE. This specifically guides the actions a commander can and can't take under circumstances, violation of these ROE is a serious offense and will end the careers of most officers, thus, they follow them pretty closely. This thing went down fairly quick, and the commander would not, could not, follow them into Iranian waters. At that point, what options does he have? What's he going to do, fire on his own soldiers? His only option is to send it up the chain of command and await orders.
As I noted before from other sources, Iran wants prices up while Saudis want it lower. Iran tried the nuclear angle and it worked for a while, but crude started dropping. Now the sailors issue has brought them back up. Many in the oil industry must be quite happy with status quo, may even wish for more sabre-rattling.
