Wrong, FBI stated that he had "no" intent to distribute or pass classified information. If you study the case and his own confession, he did it for his convenience, to work outside the office. Sound familiar? What he admitted to, what was against the law, was copying information from secured servers and putting on his own computer. Which is exactly what Hillary did.
