    I don't think we want government programs flush with cash, they are not supposed to be profitable. It may well be that they are ineffective, that's a different issue worth looking at. But public goods cannot be expected to work like private business. Look at the military, a necessary evil. Is it supposed to be flush with cash? There is no end to what the generals want for their branches, should they get everything? Efficacy is key.
