Probably not. Most likely Brazil has chosen to regulate, not adopt, Crypto. I'd avoid reading more into that article than is there. No nation with firmly established institutions, a well functioning central bank, and that issues its own currency is going to make Crypto legal tender, assuming they know what they are doing. But start regulating crypto, yes they might do that. Crypto is a means of payment that depends on cyber space. Those that have unfettered access to the internet will be able to use it as they see fit. No law is needed to allow that. Any laws will in be in the nature of regulation or banning crypto. Nevertheless there will be a plethora of articles predicting this or that nation may adopt crypto. The won't.

The question I have for you is this, do you have any evidence that Brazilians have not had access to global crypto all along? Brazil is a major, and modern nation with widespread internet access. We are not talking about Malawi here. Brazilians don't need a law to do any of the things you claim a new law will allow. They do need a law to regulate however. That's most likely what's going on here.
