Maximum sentence he will get is 21 years. I am sure Norway's laws will sure be changed. You cannot kill dozens and get only 21 years. He must have read his legal chapters well before doing the horrific act.
They have a provision in Norwegian law that would effectively keep him inside for life its been implemented before so no new legal ground needs broken.
