This would appear to be a game of statistics. If I understand your post correctly, a crime has to be called "a hate crime". And in that case, how you classify a crime as a hate crime is subjective in nature (meaning white on black much more likely to be classified a hate crime than black on white). To remove subjectivity, examine all crimes. Regardless of the why someone is killed/robbed/raped, they were still killed/robbed/rape and that makes it a crime, period.

Who you blame is certainly your choice. I don't agree with that as there is plenty of blame on inequality to be given to both parties. Look at the Fed, first and foremost. But a crime is a crime. You can slice up the why subjectively if it makes you feel better that your narrative works, your call. I prefer to look at all statistics as closely matched as possible unless there is a reason to separate. For example, I'd not look at murders committed by people compared with those committed by bears, as that would be ridiculous.
Crime is crime,but the cause and how it compares to similar wealthy nations is something conservatives like to ignore. No other first world nation has the crime,imprisonment,wealth inequality and gun violence that The US has.No other first world nation is as right ring as The US either.
