This is a pure play, Black Helicopter/Tinfoil hat conspiracy theory. What if The "illuminati/bilderberg/black hand etc.. insert whatever NWO stuff you can think" Are buying up NYSE,CBOE etc.. to move them to europe as part of this NWO plan. That way when the USA collapses, no worry since all trading is no longer housed in the USA. That way they are prepared ahead of schedule. Make it a slow process, buy NYSE first but only move parts of it, buy CBOE,NASDAQ etc.. piece by piece then eventually move it all. That way the 1% group can leave the US when things get hot. Anyhow just a Pureplay/Black Helicopter/tinfoil conspiracy guess.
