Manchin is trying to turn the child tax credit into a “welfare” program with such low income levels. The point of making it broad based was to make it exactly not divisive. With such low income gaps, half the families in a neighborhood will be eligible and half not - that will create unnecessary tension and ultimately doom the program in the long run.
It also lessens the burden on the tax cut claw backs that Biden would need to make. Maybe you could sell the "means-testing" BS, the legal guardianship argument is inexcusable however.
Talk of Manchin putting out little feelers on him leaving the Democratic Party moving through the Twittersphere today. It’s just his way. We’ve been down this road before but democrats do need to be reminded that Manchin makes things possible and without him the soup of the day is a big fat bowl of nothing. While the number is not finalized, it is far closer to West Virginia Democratic Sen. Joe Manchin's $1.5 trillion top line than progressives' number, which was $3.5 trillion. Moreover, he indicated that the child tax credit -- a key Democratic priority -- would likely be extended for one additional year, much shorter than what many in their party wanted, one of the sources said. The child tax credit will also likely be means tested, keeping with what Manchin had wanted. Biden also indicated to the group that they would reduce the proposed funding for so-called homecare for the elderly and disabled -- down to less than $250 billion, sources said. Democrats had wanted to keep the funding at $400 billion. The President told progressive lawmakers that negotiators are weighing reducing the duration of the paid leave benefit outlined in the package to four weeks, down from a proposed 12 weeks, according to three sources familiar with the meeting. The President has highlighted the free college proposal in speeches across the country for months, telling one audience in July he was "insisting that we have universal pre-kindergarten (and) two years of free community college." Biden, however, indicated the provision could be cut from the final plan late last week. Debate over climate change within the final bill has not yet been settled -- since progressives want to go much further and Manchin has resisted those plans. Democrats are debating what they should include after Manchin said he would oppose an electricity standard to force utilities to use cleaner-burning fuels to reduce greenhouse gas emissions by 50% over the next decade.
That’s the thing, playing hardball with Manchin isn’t smart (although it probably is with Sinema). He really is holding all of the cards. The discussion should have been around the benefits of the proposed programs, not the price tags. Biden is getting active now but Sanders has done too much damage in the media and Manchin taking on Sanders plays well back in West Virginia. Some of this stuff needs to be put in public. Moving these programs to means testing isn’t good for anyone or anything. It becomes a wedge issue when groups are excluded. We should have learned that from the “welfare” programs of yesteryear.

The provisions in the reconciliation bill poll fairly high amongst constituents, including West Virginians. Manchin is NOT representing those that elected him.
