Joe was trying to satisfy the progressives on student loan relief by using special categories to put some duct tape and bondo on it until it was passed either in the BBB or if it looked like the votes were there for a separate bill. Of course the appetite for more is not there now and if it is, the student loan relief will be in line behind the BBB which is a tough spot to be in considering they have other stuff such as the child credit payment extensions that they want more.
