He is an old man. He has always had trouble with speech from the time he was a child. Then he had a stroke (brain aneurysm) in the 1980s. What we need to recognize is that he is a thoroughly moral man. His mental faculties seem intact.

He's a career politician and his speech was very well written by the democrat speechwriters and read out loud by joe. A slick show. I'll bet he spent more time rehearsing it, than actually working. Problem for him is, actions speak louder than words. Which is why his poll numbers are so low. Failures in energy/oil, inflation, crime, open borders, socialist government spending etc have been terrible for our country. A rehearsed teleprompter speech is for image. What counts is action.
