Only lobbyists or those employed by lobbying firms working for foreign clients need to register as foreign agents. Relatives of politicians engaged in doing business in (or with) with companies/people in foreign countries do not need to register as foreign agents. Hunter Biden has no reason to register as a foreign agent; neither does Donald Trump Jr., Eric Trump, or Ivanka Trump.
