They couldn't veto as it would be overridden. Truth is that both Democrats and RINOs spend money, but it's Congreff and certainly not Reagan or Trump that did. You'll notice that the surplus in the 90s was when the Gingrich House was in power.

You are being over-simplistic when you state that the president submits the budget. It's way more involved than that. And they would not veto something that would be obviously overridden----at least not as a general rule.
Yes, the president sits down and writes out the budget by himself and submits it, with no input from anyone. Good Grief.
