Even if they didn't, the US would still allow you to cast an overseas vote, unless you renounced your citizenship. And even if you had renounced it, I still wouldn't doubt that you'd be able to cast a vote in the state you were registered in, as they don't have a good mechanism for removing such citizens that renounce.
Having been an ex-pat before, I'm pretty familiar with the process. Unless, it's changed in the last 10 years.
