Best software to build a cumlative tick indicator

i wanna build a cumlative tick indicator. I know which data to use to build the indicator but I'm not sure which software is best to use for such an indicator. I've never built an indicator before so any help is appreciated..

TickQuest and their Neoticker product can do this custom feature..but you need to get data form outside source.
