  5. cost of partial T1 or ADSL per month??

Metoo, Freeport won me over BVI due to the proximity to Miami. Why's a home building lot only cost $10k at Freeport - $185K for a waterfront home there can't be beat either.

  6. Less than $100 US month.

Those lots are inland and not where I would go. There are some waterfront homes in that range; however, we rented a 3 bedroom townhouse on the ocean furnished for $2,500 a month. It is worth about $400K. You could rent a 2 bedroom next door furnished for $1800 to $2000; or across the parking lot, but not on the ocean for $1400.
