If you have a system with crisp rules that you currently trade manually - and successfully, then there is some chance that someone w/ solid experience in development/testing of automated trading systems can automate it for you. But, if you think you need "research", it might be wiser to invest into yourself, learn EasyLanguage, and do the research yourself. When you reach a point where the research phase if over, and you move on to developing a solid automated trading system, then you can think about outsourcing.
Thanks. Keep in mind that more complex does not mean better results. I have seen both 50 line codes that work and also 10,000 lines are good as well. If your system(code) works, as long as it can deliver signals within a low low latency environemnt, stable platform, you dont need to think of sophsiticated algo machines. However, you might want to have a hosted solution what ever solution you use. Also, you need to pay careful attention where you team of coders gives you input. Many coders are not traders, and they have a very conceptual idea of the market. Some add ideas that you need to stay away from. Once you work with a coder you will see what i mean.
