The two things that have to change in the US that would help. 1. Ticket targets which make citizens a revenue source to fund departments. 2. Relating to one, politically appointed mayors, district attorneys and elected police who demand crackdowns in election years. This is an unusual aspect of US culture which seems really dodgy to everyone else. Even if cops are not racially motivated, they are driven to predatory enforcement behavior which primes them for further corruption. They should be in the mindset to only help people not roll them over. Other countries don't do this, the notable exception being traffic and speed cameras but at least these are automated and consistently fair/unfair.
There’s an excellent book called the ‘The color of Law’ that reviews the legal aspects that built the systemic racial system we live in, in America today. Just because these laws were pulled off of the books in the 1960s doesn’t mean it did not create an oppressive system we still live with today. If anything the segregation of the past has amplified the disparities today.
