Bill Clinton signed the Motor Voter Act, 1993 forcing States to make voter registration available while obtaining a drivers license, problem being a large block of states do not require legal residence or have loop holes in their statutes that would allow illegal aliens the ability to register and vote. Homeland security is trying to make states upgrade their licensing to include proof of legal residency but the problem still exists. Cracking down on immigration inevitably appears as racist which in turn harms relations with the fast growing Latino community.
